health literacy of citizens in the comparison countries<br>Legal requirements for the introduction of an ePA<br>Technical, semantic and data protection framework<br>Basic functions of the (planned) German EPA with other implementations<br>Advanced functions and digital processes of the ePA<br>Recording of patient and health data<\/p>\n<p><strong>Research questions<\/strong><\/p>\n<p>i) Status quo of the German EPA<\/p>\n<p>ii) How did the EPO introduction in other countries go?<\/p>\n<p>iii) What can be learned from other countries\/what should be avoided?<\/p>\n<p>iv) Is the German EPO functionally state-of-the-art?<\/p>\n<p><strong>BRIEF FACT:<\/strong><\/p>\n<p>The German EPA (Electronic Health Record) is up to 100 times more expensive than in other European countries<\/p>\n<p><strong>FORECAST:<\/strong><\/p>\n<p>As of 01.01.2021, only very few statutory health insurance companies in Germany will be able to offer their insured persons an ePA as provided for in the legislation of the Federal Minister of Health.<\/p>\n<p><strong>SCOPE:<\/strong><\/p>\n<p>125 pages of the latest know-how on ePA, condensed knowledge from approx. 400 sources. Examples include projects for reorganization, product development, make-to-order production, as well as projects from R&#038;D and innovation management.<\/p>\n\n\n\n<p>One of the central tasks of functional project management &#8211; within the framework of process and workflow organization &#8211; is the preparation of a project schedule, which defines the exact chronological sequence of the individual project tasks. Simultaneously to the project schedule, the resource management must be carried out, in which usually scarce resources in the form of operating resources or personnel capacity must be taken into account. Accordingly, time and capacity planning are mentioned in the literature as core issues of project planning and numerous different models and procedures are proposed to solve them.<\/p>\n\n\n\n<p>The Resource-Constraint Project Scheduling Problem (RCPSP) has become known as the classic model for project planning in the face of scarce resources. Despite its generality, RCPSP allows for clear and efficient modeling of numerous real-world problems. Recent work shows, however, that the classical resource concepts used in RCPSP cannot represent all real-world problems. Only the introduction of a new resource concept, the partially renewable resources, could eliminate these modeling deficits. In some cases an efficient modeling is only possible if the concept of partially renewable resources is extended by capacity profiles.<\/p>\n\n\n\n<p>The starting point of this work is the RCPSP\/Pi, a model for project planning with scarce resources based on the partially renewable resources concept. The goal is the development, implementation and evaluation of suitable taboo search methods for the RCPSP\/Pi. Taboo-Search is an intelligent meta-strategy for the heuristic solution of complex optimization problems, which is used to control local search methods. In contrast to the amnesic procedure design as for example in Branch-and-Bound or priority control procedures, adaptable memory structures are used in Taboo-Search procedures, which make a reactive exploration of the solution area possible. A large number of successful applications of Taboo-Search in different areas as well as the results of this work justify the designation as &#8220;currently the best strategy for solving combinatorial optimization problems&#8221;.<\/p>\n\n\n\n<p>The work is structured as follows:<\/p>\n\n\n\n<p>Chapter 1: Classification of the project flow planning into the project management and<\/p>\n\n\n\n<p>Chapter 2: Presentation of different concepts for planning when resources are scarce<\/p>\n\n\n\n<p>Chapter 3: RCPSP\/Pi in the center<\/p>\n\n\n\n<p>Chapter 4: Classification of solution methods allows the classification of the methods used to solve the RCPSP\/Pi<\/p>\n\n\n\n<p>Chapter 5: Taboo search method developed in the course of the thesis<\/p>\n\n\n\n<p>Chapter 6: Representation of the computation results with taboo search and comparison with those the best exact solution procedures compared at present<\/p>\n\n\n\n<p>Chapter 7: Summary and outlook<\/p>\n\n\n\n<p><strong>SHORT FACTS:<\/strong><\/p>\n\n\n\n<p><strong>With heuristic methods like the TABU-Search, developed and presented in this thesis, have been proofed to <strong>solve <strong><strong>efficiently<\/strong><\/strong><\/strong><\/strong> <strong>the RCPSP\/Pi even if a heuristic method cannot guarantee the optimal solution by design.<\/strong><\/p>\n\n\n\n<p>Volume: about 100 pages with reference list<\/p>\n","protected":false},"excerpt":{"rendered":"<p>H\u00fclse, Thomas (2020): &#8220;The development of the German electronic patient file in a European comparison&#8221;, Master&#8217;s thesis at Flensburg University of Applied Sciences Defended and evaluated by the examiners, grade: 2.0 Publication with additions planned as a book at the end of 2020 CONTENTS History of the German EPA until 2020, including the latest legal &#8230;
